The locking strip is marked manufacturer H.G.R. (= Hepburn, Gale and Ross Ltd).

Unfortunately, the right strap on the back is broken (see photo) and therefore unusable on a mannequin, but suitable as a display item.

Complete with brass cleaning rod marked manufacturer and year: J&ER, ’13, and also bearing the military acceptance stamp /|
